Angkasa Pura Airports Will Hold The National Seminar About Cargo And Post Terminal Management In Airport

JAKARTA - To encourage the creation of terminal cargo and postal management at airports in line with the Aviation Act, Angkasa Pura Airports, as the Airport Business Enterprise (BUBU), will hold a National Seminar titled "Harmonization and Equalization of Perception of Cargo and Post Terminal Management at Airport" on Monday 11 September 2017 at Hotel Grand Mercure Kemayoran.

This national seminar will present the main speakers, namely Director General of Air Transportation of the Ministry of Transportation, Mr. Agus Santoso, after being opened by Minister of Transportation Budi Karya Sumadi and Managing Director Angkasa Pura Airports Danang S. Baskoro. In addition, several stakeholder representatives who will be panelists are PT Angkasa Pura Airports President Director Danang S. Baskoro, President Director of PT Angkasa Pura II (Persero) M. Awaludin, President Director of PT Garuda Indonesia (Persero) Pahala N. Mansury, and Chairman of the Indonesian Logistics and Forwarders Association (ALFI) Yuki Nugraha.

"The optimalization of Law No. 1 of 2009 on Aviation and its derivative products has not been optimally disseminated, causing disagreements among stakeholders, especially between BUBU and BUBU partners. As a result Angkasa Pura I as BUBU has not been able to perform its functions and obligations optimally in providing airport services. Therefore, Angkasa Pura Airports initiated this national seminar as a communication forum to equate perceptions regarding the management of cargo and post terminals at the airport," Danang S. Baskoro said.

Danang also said, "Through this national seminar is expected to provide a deep view and understanding of service activities and the scope of work of BUBU and BUBU partners who have obligations as mandated by Law Number 1 Year 2009 on Aviation. Furthermore, with this full picture it is desirable to have a common understanding of the governance of cargo and post terminals at airports, particularly regarding the limits of authority or scope of services at cargo and post terminals between BUBU and BUBU partners, resulting in synergies between BUBU and partners as well other stakeholders ".

The number of perceptions and inappropriate practices related to the scope of logistic service at this airport has the potential to hamper the service activities, as in the case of the decision of the Business Competition Supervisory Commission (KPPU) which assesses Angkasa Pura Airports Group to practice the monopoly of cargo terminal at Sultan Hasanuddin International Airport Makassar in mid-June 2017. This ruling is regarded as an imprecise perception of the boundaries of authority and scope of services in cargo and post terminals between BUBU and BUBU partners.

Responding to the verdict, Angkasa Pura Airports filed an objection through the Central Jakarta District Court to overturn the decision. Furthermore, the efforts to file the objection are an effort to educate the role of BUBU in the management of cargo and mail. This effort also resulted in positive results with the decision of Central Jakarta District Court that was read on Wednesday 5 September 2017 where legally and convincingly determined that Angkasa Pura Logistik (a subsidiary of Angkasa Pura I) is not proven to conduct monopolistic practice.

Therefore, to emphasize the role of BUBU as responsible for aviation security and safety and to equate understanding of cargo and postal management, Angkasa Pura Airports initiated the National Seminar on "Harmonization and Equalization of Perception of Cargo and Post Airport Terminal Management" on September 11 2017. The national seminar will involve all relevant stakeholders such as regulators (Ministry of Transportation), airport operators (Angkasa Pura Airports and Angkasa Pura II), airlines, ground handling, regulated agent, forwarders, (ALFI, ICAC, Asperindo), customs and excise, and academics.
