Improving Operational Effectiveness And Services, Angkasa Pura Airports Launched First Airport Operation Control Center (AOCC) In Indonesia

BALIKPAPAN - Angkasa Pura Airports inaugurated the operation of Airport Operation Control Center (AOCC) at Sultan Aji Muhammad Sulaiman (SAMS) Sepinggan Balikpapan Airport on Friday (2/3) as a form of innovation to improve the effectiveness and operational efficiency as well as services for airport service users.

The operation of AOCC at SAMS Sepinggan Balikpapan Airport is the first in Indonesia. This operation is the first step in digitizing airport operational activities and comprehensive implementation of smart airports in airports managed by Angkasa Pura Airports to further affirm the realization of operational excellence and service excellence. In 2018, AOCC implementation is targeted at nine airports.

"Increased traffic from year to year impacts the dynamics of airport operations are increasingly diverse. This demands good supervision and integration in a high-tech system. Therefore, it is built by Airport Operation Control Center or AOCC as a commitment of Angkasa Pura I to continuously improve the quality of service for airport service users through the implementation of information technology system,"said by  Director of Angkasa Pura Airports Faik Fahmi.

For information, the total movement of passengers in 2017 at thirteen airports Angkasa Pura Airports as many as 89.7 million people, up 5.9 percent compared to total passenger movement in 2016 which was 84.7 million people. Meanwhile, the total movement of aircraft in 2017 as much as 791,387 movements, up 3.51 percent compared to the movement of aircraft in 2016 that as many as 764,531 movements. This year-on-year traffic growth that confirms the need for Angkasa Pura Airports to implement the AOCC in order to improve airport operational effectiveness and efficiency will ultimately improve service quality for airport service users.

In general, AOCC serves as a control center to oversee airside and landside operations as well as cover all airport arrivals and departures.

AOCC at SAMS Sepinggan Airport Balikpapan is a collaboration container of all stakeholders at the airport consisting of 4A elements ie Airport Operators, Airline Operators, Air Navigation, and Authorities such as customs, immigration, quarantine, police, and others. The presence of all stakeholder representatives in the same room positively impacts the joint decision making on various operational matters that can be taken quickly and appropriately as the implementation of Airport Collaborative Decision Making (A-CDM).

"The AOCC engages all stakeholders at the airport by integrating the systems that each stakeholder has in order to operate effectively and efficiently. Integration and collaboration are key to the implementation of the AOCC so that service delivery that prioritizes safety and security and complies with regulations can be more effective and efficient," Faik Fahmi said.

Airport operation procedure which is more controlled in one hand of AOCC can maximize the services of a solid airport utility managed by Angkasa Pura I. This can ultimately improve airport operational efficiency such as saving the use of lights, air conditioning, electricity and others through the management of passengers on boarding gate or the check-in area effectively.

In more detail AOCC aims:

  1. As the center of control, coordination, and collaboration between units and agencies in the operation of airports;
  2. Build the capability of the Airport Collaborative Decision Making process (all stakeholders at the airport end to end process for airport operational effectiveness for both normal and special / situational conditions.
  3. Achievement of KPI On Time Performance (OTP) so that capacity, airport resources and slot time availability can be used effectively and efficiently which ultimately provide increased user satisfaction and efficiency on the side of the airline service providers.
  4. Keeping 3S + 1C (Safety, Security, Service & Compliance) as mandated in Law no. 1 year 2009.

AOCC at SAMS Sepinggan Balikpapan Airportis equipped with Airport Operation Control System (AOCS) which in its development will become an integrated airport system. "AOCC is expected to improve operational performance, service level agreement, and key performance index of the airport as a commitment of Angkasa Pura Airports to continuously improve service quality for airport service users," Faik Fahmisaid.

Implementation of A-CDM required the involvement of all stakeholders, required national regulatory framework as legal umbrella. As one component of A-CDM, Angkasa Pura Airports as airport manager and one of the stakeholders involved in A-CDM, took the initiative to prepare AOCC as a place for the stakeholders in carrying out their duties and functions which will be integrated.
