Risk Management

Risk management at PT Angkasa Pura I (Persero) refers to the Minister for State Owned Enterprises No. PER-01 / MBU / 2011 dated August 1, 2011 on the Implementation of Good Corporate Governance (GCG) in State-Owned Enterprises and Decree of the Minister for State Owned enterprises No. KEP-117 / MBU / 2002 on the Implementation of Practice on Good Corporate Governance (GCG) at the Agency for State-owned enterprises.

Risk Management System

The rapid development of the aviation industry which led to the risks faced by the Company on every business process is becoming increasingly complex. The risks to the Company both are in daily operations and in business development, influenced by various internal and external factors. Therefore, the Company developed an overall of the company risk management framework, Enterprise Risk Management (ERM), in order to minimize potential losses and optimize profitability, creating value of the Company and increase the confidence of stakeholders, encourage best practice corporate governance, as well as to make the risk culture as part of the culture of the Company.

Application of Risk Management

Policies and strategies for implementation of Risk Management of the Company at the corporate level carried out by the Risk Management Committee consisting of the Board of Directors and supported by official ranks one level below the Board of Directors as a member. In general the Head Office of Risk Management Function is responsible for developing and follow up on reports of risk management, monitoring the risk profile, including a plan to handle, provide recommendations to the Risk Management Committee, to evaluate strategic policy, monitor the implementation of risk management, as well as together with risk manager in the Central Office to implement the risk Management process.

At the Branch Offices also a function of Risk Management together with Risk Owner of Branch Office implement the Risk Management process with stages of implementing the identification, analysis, evaluation, determine the risk management and monitoring of the risks that have been identified.

Based on a series of regular evaluation in environmental Angkasa Pura Airports associated with the implementation of Risk Management, some improvement and development done during 2015 include:

  • Aspects of risk management become points in a Key Performance Indicator for the 13 Branch Offices.
  • The conduct of assistance to preparation Risk Profile on airport development project and the construction of the new airport.
  • Mentoring done by the Team of the Head Office for Branch Office in preparing the Risk Profile 2016 and the implementation of risk-based CBP in the neighborhood Angkasa Pura Airports.
  • Of all investment proposals to be submitted, risk assessment to be one of the main supporting documents as a condition in the decision.
  • Campaign does risk management on a regular basis each year; with the theme in 2015 is a call to all risk owners to actively continue to manage the risks in its business processes.
  • Meeting preparations do for Risk Appetite and Risk Tolerance along with Member of Risk Management Committee and Risk Tolerance-determined value to be used in CBP, 2016.
  • The formulation of guidelines for measuring the maturity of risk management in the Angkasa Pura Airports.
  • Build an online-based risk management system to facilitate the management of risk in the monitoring in real time.

In the application of Risk Management, Angkasa Pura Airports referring the International Organization for Standardization (ISO) 31000 Risk Management Standard which has been certified by the National Standardization Agency (BSN) in 2011 the Company's risk management process is described in the following diagram:

Evaluation of Risk Management System

In an effort to ensure the sustainability of environmental risk management at Angkasa Pura Airports, then regularly from 2014 conducted an annual evaluation of the application of risk management through risk management maturity measurement. This measurement aims to identify and map the extent of effectiveness of risk management in the environment of the Company, other than that through a series of measurement process maturity of risk management, it can be seen also the quality of risk management in the environment of the Company so that it can be used as an ingredient by management in preparing strategy and risk management development programs in the future.

In evaluating the application of risk management used measurement model of maturity with 5 (five) levels (early, beginner, competent, proficient, up with the leader at the level of the top), which represents the level of capability and / or the Company as an entity to manage the risks in achieving goals / objectives proclaimed. The measurable aspects that are used in those measurements consisted of 6 (six) attributes including Culture, experience, Process, Application, Leadership and Principles.

In general, based on a series of risk management maturity measurement process conducted in 2015, the Risk Management Maturity Levels for Angkasa Pura Airports are at a level "COMPETENT" with a value of 3.53 (three point five three). It represents that in the environment Angkasa Pura Airports there is already an understanding of risk management principles, and each individual employee has adequate risk experience. Further, terms of leadership and cultural attributes, these result illustrated that the current leadership style of leadership has been used as a role model in the application of risk management consistently in every line of the organization and their active support from the senior management in the implementation of risk management.
