Improve Level Of Service, Angkasa Pura Airports Sign Mou With Four Partners

JAKARTA, 26 February, 2018 - Angkasa Pura Airports signed a memorandum of understanding (MoU) with four airport operational partners to improve the level of service that prioritizes the safety and security aspects of the flight on Monday (26/2) in Jakarta. The four partners were Public Company (Perum) of the Indonesian Aviation Navigation Service Provider (LPPNPI) or AirNav Indonesia, National SAR Agency (BASARNAS), PT Gapura Angkasa and PT Jasa Angkasa Semesta Tbk.

The signing of a memorandum of understanding (MoU) and a memorandum of technical agreement between Angkasa Pura Airports and AirNav Indonesia related technical operational coordination of airport service and flight navigation services. While the signing of MoU between Angkasa Pura Airports with BASARNAS related to the conduct of search and rescue activities at the airport. Subsequently, the signing of MoU and a memorandum of technical agreement between Angkasa Pura Airports and PT Gapura Angkasa and PT Jasa Angkasa Semesta related to technical coordination of aircraft service at the airport.

"Increased traffic growth of airplanes, passengers and cargo at airports every year demands airport managers to also improve the level of service for airport users, both airline and airline passengers. Increased traffic is also accompanied by an increased chance of emergency conditions, threats, and disruption to airport operations. To improve the level of service and to anticipate emergency conditions at airports, communication and coordination among stakeholders in airports should be enhanced through the signing of the MoU and a memorandum of understanding on this agreement,"said by the Director of Angkasa Pura Airports Faik Fahmi.

For information related to increased traffic, by 2017 Angkasa Pura Airports has served 791,387 aircraft movements, an increase of 3.5% compared to the number of aircraft movements in 2016. Meanwhile, the movement of passengers in 2017 at 13 airports of PT Angkasa Pura I (Persero) reaching 89.7 million passengers, an increase of 5.9% compared to 2016. Similarly, for cargo movement which reached 403.77 thousand tons in 2017, an increase of 11.4%.

The scope of cooperation between Angkasa Pura Airports and BASARNAS related to the conduct of search and rescue activities at the airport, namely the exchange of data and information; organizing search and rescue operations; utilization and capacity building in the field of human resources; utilization of facilities and infrastructure; as well as training in search and rescue operations.

The technical agreement between Angkasa Pura Airports and AirNav Indonesia involves fourteen coordination procedures, namely:

  1. Coordination of air traffic services under normal conditions, under minimum weather conditions, volcanic fog and volcanic ash;
  2. Coordination of aviation traffic services on VIP movement and special activities;
  3. Coordination of time slot and airport capacity,
  4. Coordination of joint internal investigation on aircraft incidents at airports;
  5. Licensing coordination extend and advance operating hour;
  6. Coordinate the implementation of calibration activities;
  7. Coordination of the movement of aircraft, persons and vehicles in the movement area and the allocation of aircraft parking;
  8. Coordination on Aviation Operations Safety Area (KKOP);
  9. Coordination Handling hazards of kites, lasers, bird attacks, wild animals, drones, hot air balloons, and other disturbances;
  10. Coordination related to airport operation manual (manual aerodrome), emergency emergency plan, airport security program, manual safety management system, and aerodrome serviceability inspection;
  11. Coordination of hazard identification in the moving area;
  12. Operational Coordination of Airfield Lighting System;
  13. Coordination of data and information exchange;
  14. Coordination of aeronautical information services.

Meanwhile, the technical agreement between Angkasa Pura Airports and PT Gapura Angkasa and PT Jasa Angkasa Semesta related to the technical coordination of aircraft services at the airport, covering the following matters:

  1. Coordination of vehicles in the movement area and airport under minimal weather conditions, smoke haze, volcanic ash volcano, Very Very Important Person (VVIP) Movement and special events;
  2. Coordination of aircraft operation services and airport time slot;
  3. Coordination of joint investigation on incidents of aircraft at airports;
  4. Coordination of extend permit and advance hours of operation of the airport (operating hours);
  5. Coordination of handling kites, lasers, birdstrikes, wildlife hazards, drones, and hot air balloons;
  6. Coordination of plans and implementation of the Airport Emergency Plan (AEP), and the Airport Security Program;
  7. Coordination of hazard identification in the area of movement (movement area);
  8. Coordination of implementation of Occupational Safety and Health (OHS) management system;
  9. Coordination of handling of baggage carrying case of checked baggage of passenger and cargo;
  10. Coordinate the implementation of audits related to safety on the air side;
  11. Coordinate the implementation of internal and external audits related to air side safety. [AD]
